NPCC to Send Engineers to China for Transmission Line Stability Study

ISLAMABAD: The National Power Control Centre (NPCC) is set to send two engineers to China to study the Stability Control System (SCS) of the north-south transmission line after the Chinese company M/s PMLTC refused to send its engineers to Pakistan due to security concerns following the Dasu Project attack.

Sources revealed that M/s PMLTC has installed the SCS for the HVDC system, which stabilizes the system during disturbances by tripping generation and load in the network. This system requires periodic simulation studies to determine safe power transfer limits from south to north.

As per the Transmission Service Agreement (TSA) for the Matiari-Lahore HVDC Line Project, M/s PMLTC is responsible for conducting initial SCS studies and training NTDC engineers for future simulations. Initially, M/s PMLTC planned to conduct SCS studies in Pakistan for the summer of 2024, but due to security concerns, they proposed that NPCC engineers travel to China for the studies.

NPCC has shared the power flow base cases for summer conditions with M/s PMLTC, and the base cases for winter 2025 are nearing completion. The studies for summer and winter scenarios are expected to be completed by the end of August 2024, contingent upon the timely dispatch of NPCC engineers to China.

Additionally, system studies by M/s CESI, Italy, are underway to develop a plan for the maximum power transfer limit from south to north. The final report from M/s CESI is expected by the end of July 2024, with deliberations on the findings scheduled for September 2024 before informing the PM Office.

This initiative is crucial to ensure system stability and optimize power transfer capabilities, as the SCS studies will guide the strategy for the upcoming years.
