Nepra Reviews Draft Distribution Code 2024 to Modernize Power Grid

ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) is evaluating the newly proposed Distribution Code 2024, a framework aimed at improving the reliability, safety, and efficiency of Pakistan’s electricity distribution network.

Targeting Distribution Network Operators (DNOs), power generators, and bulk power consumers with loads exceeding 1 MW, the draft code supports market-based energy reforms and reflects the evolving regulatory and technological landscape.

The draft, submitted by ex-Wapda distribution companies (XW-Discos), aligns with Nepra Licensing (Distribution) Regulations 2022 and the Competitive Trading Bilateral Contract Market (CTBCM) model. It incorporates enhanced operational guidelines, safety protocols, and systematic testing standards to transform grid performance.

Key features include:

Improved Outage Management: The framework mandates protocols for system restoration, emphasizing black start capabilities and coordinated response during power outages.
Incident Reporting: Distribution operators must report operational incidents promptly, with collaborative investigations for system-wide issues.
Safety Measures: DNOs are required to implement approved Safety Management Systems to protect personnel and minimize risks in high-voltage environments.
Load Management: Clear procedures for equitable load shedding and commercial load allocation during emergencies are outlined.
Stakeholders, including power producers and bulk consumers, are invited to review and provide feedback within a month, ensuring the framework is practical and effective.

Once finalized, the Distribution Code 2024 will become a cornerstone of energy reforms, driving a safer, more efficient, and resilient electricity distribution system for Pakistan.
