ISLAMABAD: The Ministry of Economic Affairs (MoEA) has called on the Ministry of Water Resources (MoWR) to fast-track the submission and approval of the revised PC-1 for the 2,160MW Dasu Hydropower Stage-1 project. This step is critical to ensuring the timely signing and implementation of the loan and financing agreements, as per sources in the Economic Affairs Division (EAD).
During negotiations with the World Bank on April 29, 2024, it was agreed to extend the project’s closing date to December 31, 2028. However, the pending approval of the revised PC-1 has delayed the signing of additional financing agreements, jeopardizing the project’s progress.
The World Bank has highlighted significant slowdowns in construction, citing restrictions on the transportation of international experts, a shortage of armored vehicles, and ongoing security concerns. The concreting of the integrated coffer dam, a key milestone, is now expected to begin in late 2025 due to delays in preparatory works and power availability from an under-construction 132kV transmission line.
The mission urged federal and provincial governments to enhance security measures, facilitate worker movement, and prevent disruptions to contractor activities. Coordinated efforts from authorities at all levels, including WAPDA and local administrations, are deemed essential to mitigate further delays and maintain momentum on this vital energy project.
