ISLAMABAD: The Private Power and Infrastructure Board (PPIB) has urged Chief Secretary Sindh to intervene in the delayed issuance of bank challans required for the second-term land lease rental payment of UEP Wind Power Private Limited (UEPL).
In a letter to the Chief Secretary, PPIB Managing Director Shah Jahan Mirza referenced UEPL’s February 27, 2025, request, highlighting prolonged delays despite multiple follow-ups with relevant authorities.
UEPL, a *99MW wind power project under the China-Pakistan Economic Corridor (CPEC) framework, signed an *Energy Purchase Agreement (EPA) with the Central Power Purchasing Agency (CPPA) in 2014 and an Implementation Agreement (IA) with the Alternative Energy Development Board (AEDB) in 2015. The project, operational since *June 2017, has been supplying *clean energy to the national grid for seven years.
The Government of Sindh (GoS), through its Land Utilisation Department (LUD), allocated 45.42 acres in Jamshoro and Thatta for the project under a 30-year lease agreement signed in 2014. UEPL fulfilled its *first-term lease payment, depositing *Rs. 33.1 million into the government treasury for the first ten years.
The second-term lease payment became due on *November 19, 2024, yet the **Deputy Commissioners’ Offices in Thatta and Jamshoro, along with the *Hyderabad Commissioner’s Office and the *Land Utilisation Department, GoS, have yet to issue the necessary *bank challans despite repeated requests.
Given the urgency of the matter, PPIB has formally requested the Chief Secretary Sindh to expedite the issuance of bank challans to avoid further disruptions.
