ISLAMABAD: The All Pakistan Textile Mills Association (APTMA) has formally requested detailed information on independent power producers (IPPs) from the government, invoking the Right of Access to Information Act to promote transparency in the power sector.
APTMA’s request aims to foster transparency and accountability in public matters, using the information for research and analysis to better understand the governance and policy implementation in the power sector. Letters have been sent to key government officials, including the Secretary of the Power Division, the Chief Executive of the Central Power Purchase Agency (CPPA-G), the Managing Director of the Private Power Infrastructure Board (PPIB), and the Chairperson of the Securities and Exchange Commission Pakistan (SECP).
APTMA seeks copies of all extension agreements related to Power Purchase Agreements (PPAs), detailing terms, conditions, and any financial benefits extended through these extensions. Additionally, it has requested settlement agreements between the government and IPPs, including agreed terms and financial benefits.
Further, APTMA is asking for details on arbitration proceedings involving IPPs, both national and international, including final decisions and ongoing cases. Information on any proceedings initiated for the termination of agreements with IPPs, including the grounds and current status, is also sought.
APTMA’s interest extends to build-operate-transfer (BOT) and build-own-operate-transfer (BOOT) power plants, requesting details on project names, locations, agreement terms, current status, and ownership details.
From the SECP, APTMA has requested audited financial statements of IPPs from their commercial operation dates to the present, including balance sheets, income statements, cash flow statements, notes to financial statements, management reports, audit reports, and other financial disclosures filed during this period.
APTMA’s push for transparency aims to enhance the power sector’s governance and accountability, ensuring public interest and informed analysis.
