China’s Herbin Raises Concerns Over New Tender for Guddu TPS ST-16 Rehabilitation

ISLAMABAD: Herbin Electric International Company Limited (HEICL), the Chinese OEM and EPC contractor for Thermal Power Station (TPS) Guddu, has raised objections to the new tender process for rehabilitating Steam Turbine (ST)-16.

In a letter to CPGCL’s Chief Operating Officer, HEICL’s Senior Manager for Customer Services expressed gratitude for attending an online meeting on November 27, 2024, but voiced concerns over the absence of NESPAK and GHCL representatives. The company had initially planned to discuss bid clarifications in person but cited security concerns in Pakistan as the reason for opting for a virtual meeting.

The ST-16 suffered damage in an August 2022 accident, prompting HEICL to conduct detailed assessments over the past three years. A comprehensive damage report was submitted to CPGCL in June 2023, as per contractual obligations.

HEICL highlighted challenges in the tender process, noting it involves multiple complex components, including the steam turbine, generator, HRSG, controls, and balance of plant systems. The company argued that some tender clauses are more suitable for new Greenfield projects than for rehabilitation efforts, which require adaptive collaboration between stakeholders to address unforeseen damages on an “as is, where is” basis.

HEICL emphasized its extensive collaboration with CPGCL and NESPAK through site visits and technical meetings. The company asserted that its detailed proposal aligns with the project’s unique demands and urged for mutual discussions to resolve clarifications and expedite the rehabilitation process.

The senior manager concluded by reaffirming HEICL’s commitment to restoring the ST-16 and serving the best interests of all parties involved.
